It is all a matter of tradition - a better poll would be, "Which way were you raised". That said, over is the better of the two ways. I guess I just got TOO used to a broken tp holder in my old house, that I just fell into the habit of leaving it on the counter. Regardless, when it IS actually on a proper holder, over is better. Easier to reach for and such. I usually have it on the counter too, however when it's on the holder, yes, over.
