Yes they do, but don't even consider getting either of these unless you are literally drowning in tokens and have nothing to spend them on.

Is Soul wars or pest control better HP constitution xp?
SW I suppose, but why would you want to for hp exp? You'll get is as a byproduct of doing any combat exp, just chinning to 99 range and bursting rock lobbies for a while should get you fairly high.

Smithing Brawling Gloves?
Especially since the hammers don't increase the exp, they just use up the brawlers faster (Same amount of exp per brawler, can be useful if you don't want to spend as much time in the wildy smithing).

Does this account to salvageable?
By no achievment items do you mean you don't have them now or you haven't done them? Because if you've done all tasks through hard (Or most at least) you can get like 600k free from lumbridge to get a start.

Arcane Spirit Shield?
It looks like the daily average and 30 day average are about to meet, so I expect prices to rise a little bit soon so if you're thinking about it buy it now or see how prices look in the summer. May as well get one now, there's no foreseeable updates that will cause the price to go screwy.

Dragonstone limit
Actually, thinking about it, I got 85 crafting a week or two ago, and I did cut some dragonstones, and I think I bought ~650 in one day. Maybe they've changed the limit, as they changed obby shields before soak update? The ge limit applies for 4 hours, so it's possible to get well above 100 cut dstones per day, but they will come in batches of 100 every 4 hours (Assuming someone's selling).

I don't believe you can cannon any metal dragons anywhere. EDIT: Oh yeah, totally forgot about that place; it was the best for like 2 weeks before the Kura update :P .

Herbicine: Is it worth getting?
I'd get scroll of cleansing first too, also herbicide is more useful if you cannnon the abby specs, since it's faster and the drops won't be so overwhelming with all the low stuff out of the way.

Farming
With the lower leveled trees it doesn't matter that much, but you should never pay a farmer to look after a tree if the payment is more than 1/10th the cost of the seed (Because the death rate is 10%).

Why does Jagex refuse to release the hit formula?
It doesn't work on Players, eg: I have 99 Attack (and Strength), I could fight say... 0xpx0 20 times and so could a guy with 60 Attack (99 Strength) could fight him 20 times and the damage average would (more than likely) be higher with the 60 Attack player for unknown reasons, however as you say... against Monsters, it'll be obvious 99 Attack will hit more consecutively than 60. I refuse to believe that there are people this stupid. Go away, troll. ^ Margin of error is one thing, but you act as if the mechanics for monster def and player def are completely different.

Best mage setup
Staff of Light is also generally more useful than the Chaotic Staff in pvm situations, especially during combat training like bursting rock lobbies, but yeah the setup above is the best possible for safe pvp if money is no object.

Sarcasm And I agree with blade that general advice from random rs friends are rubbish; they're fun to talk to but they're complete rubes when it comes to what's best +2, although its funny coming from someone's whose siggy shows her slaying in a DFS :P Sold it for 90 herb, and it was mostly for show and random clan wars :P ; I was never under the impression that it was good it just looked pretty. Thankfully I did that with something that can be bought and sold, rather than an untradable weapon obtained through tokens.

Is hotkeying a button to a specific part of the screen legal?
I'm sure JaGeX will address that when they become more prevalent (Ie actually useful instead of just casual computer fluff), but I have no idea if they have a stance on it atm...

approval is counted daily. It is only resource type that can alter on collection Wrong. You can leave your kingdom alone for as long as you want (but preferably not so long that you drop below 750k in your coffers), and as long as you get your approval back up to 100% before you collect, you'll get your full reward. Wrong people have done studies that categorically showed keeping 100% every day and collecting after a set time period resulted in more resources than letting approval drop over that same time and raising just prior to collection. In my experience Sly's right, the amount of rewards are collected daily depending on the money in the coffers (Ie +/- 750k) and approval rating, which then drops 1% after collecting. You can change WHICH reward to collect and still get the equivalent of what was collecting for a few days of the other resource though (Ie have it collecting 10 raw fish and 5 maples for a week, get approval up, talk to grim and make it 10 herb and 5 maples, then collect to get herbs and maples).

Yet OBVIOUSLY the chance to get a hit vs a splash does depend on your attack (& others defense) stats.. So obviously there is some formula behind this! I personally believe Attack does nothing, it' can't be proven that if you have 60 Attack or 99 Attack it's complete balls to how often you'll hit higher. You're right in that it doesn't make you hit higher more often, it just increases the chances you'll hit, and thus have more opportunities to hit higher. And if you believe attack does NOTHING try hitting something with some defense (Like, say, abby demons) with an iron dagger at 1 attack and ext. boosted at 99 attack and see which one hits more often.

HAHAHAHAHAHAHAHAHAHA No soak for the DFS, glad I got rid of it a long time ago. More OT, pretty lame update, I mean it's a step in the right direction but it doesn't help the problem enough. EDIT: Oh here you go again. Barrows Melee Armour Melee soak 10% + Farseer 14% = 24% 300hit (300-200) = 24 off (8%) 400hit (400-200) = 48 off (12%) 500hit (500-200) = 72 off (~14%) and so on where the limit is 24% obviously... Yes, the limit when max hit approaches INFINITY would be 24%, since the mechanic that it only affects hits above 200 would be negligible, but in terms of how much damage it soaks overall from attacks that actually exist the number is much lower.

Divine intervention and close brushes with death
I wouldn't call it "divine intervention", but my first slayer task soloing the KBD with super antifires I died and dropped my claws. I got them back in time, but I realize now that had I been teleblocked by a rev trying to get them I would've lost them (Or, at least too panicky to think about another way to get them).

The RNG shouldn't be permanently determined. Instead it is rerolled each time. But that's the thing though, unless the seed number is changed every time, the "on the n-th of X, Y will happen" would hold true. And even if the seed number WAS changed, it would have to be completely independent from the RNG produced. Which would mean at least doubling the work Jagex's servers have to do. Is your point that since computers cannot truly produce random numbers that there is someway of knowing for certain how/when something will happen? Even if it is unknown to us or impossible to take advantage of due to human error/net neutrality/etc.?

There's no mention of intended purposes of the message, so I assume that ALL autotyping is technically illegal. EDIT: I may have misinterpreted your post, yes I agree that typing the words over and over again is legal (And boring as hell), but autotyping regardless of the message is illegal.
