I think 99 is high enough. It takes enough to get all skills that high.

I get my own. If I'm in a game with friends I'll help them out but it depends on what's going on if I give clay out or not. If someone asks once I will, but if they keep asking over and over I will generally not help them out.

I don't see Runescape ending unless Jagex went into bankruptcy, which based on how it is doing now, probably won't happen.

I don't think there is anything wrong with buying skills. Like you said, the money had to come from somewhere and it probably took alot of time to get the money.

It isn't a bug or glitch and it isn't cheating so it isn't reportable. Frustrating, yes. Reportable, no.

Well, I don't train Slayer as much as some people, but when I train Slayer I enjoy the fact that you aren't sitting around doing the exact same thing over and over. Sure you are fighting, but the tactics that are needed vary according to what the task is. Also, when you go to get a task, it is exciting to see what the new task is. At higher levels, the rewards are good too.

A good way of getting rid of the 26k trick is to just raise the amount of money that needs to be risked. I say it should be 200k.
