I remember the bar having 60 points, but I always seem to think of it as refilling faster than the 5 minute weapon special attack bar. Is it 2 seconds/point? that seems reasonable, but I don't play as often anymore and really wouldn't want to go wasting scrolls if I did... I think that it "piles up" invisibly and it restores in batches or 10/15(Never checked) and if you use a spec, the "invisisble" spec dissapears. I don't know though, just a hypothesis...Are they being added as you go or are you going to stockpile them before adding. I add them up every 3 new pages or when I get a huge list. Who doesn't like a short, yes succificient guide? 3) Nobody collected those, just made it seem more like a "KB" guide. 4) Most are common sence. 5) They're not worth collecting 6) They're all in the item database. The only drawback is they hit fairly hard : I managed to safespot range them in one spot :P. They might be nice as a lower-level alternative to fiends. I wonder would they be better than Basilisk in terms of green charms? I could say in terms of gathering charms would be quite an easy task as compare to basilisk.
