They appear to be statues, likely for the scenery, but I don't recall seeing anything like them there, or even spots that they could be placed. It's probably been a part of the graphical update to GWD, but never got incorporated. The first 3 (that were supposedly char and a dragonrider) look to me like 3/4 of a series of elemental statues (sort of akin to the ones in the wizard tower ruins) Guy on the rock with swirls of wind or possibly sand around him, the 'char' figure coming out of a pool of water and the dragonrider with the flames.
