It's from what I can recall, a really old rsc account where you start with 1 hp (or reset stats, not sure) but I believe it was hacked from what I can recall. Thought it got banned after iit's last apperence.. For certain abuses, back in rsc, you would be stat wiped meaning all your xp values would be reset to 0. This happened to him. There was a list of botting accounts that Jagex released ages ago and this name was on it. EDIT: Beaten to it.
