I have them, first to post about having them also. I have 51 quest points so yes, you don't need to do the quest. There is, however a bug that stops a person that borrowed them from using the spec. I submitted a bug report about it just now. Also, X 1992 X. They're extreemely rare. That's why I paid the 16.4M. For example somebody might sell their D Claws with 4850k of junk items for 5m cash. The junk items usually can't be easily sold on the Grand Exchange.
