If he says yes ask how he wants it back. I would expect the same if someone found my wallet on the street. But if I had an easy way to figure out who it belonged to, I would somehow get it back to the owner. So that would be B or D. But I'd send it back considering how terrible it might be if the person was like my family - quite poor - and that money was their month's wage or something.
