I don't know what kind of variable Jagex uses to store it's money value for each player, but if it was a double variable, it could store waaaaaaay more. I may be wrong, but there are Java variables that can hold way more than just two billion. But Jagex might have limited it to two billion so it doesn't cause game issues, but if they left everything alone, you can have more than that. But I've never seen anyone with more, so I don't know. Suddenly he uses the special which raises your defense level and makes you shout "for camalot!".
