I turned my overgrown cat which could no longer slaughter rats into a wily hellcat so it could, and it owns them. I also only use my wily hellcat for spicy stews for effigies. That way it's always killing rats when it's placed down on the floor, and also so it never turns into a lazy cat that way. But yeah kittens are really bad for catching rats.
