Eg you might say I'll be there at 1pm ±10mins meaning you expect to arrive 12.50pm - 1.10pm. I don;t think it can even be a literal language thing, more just a slang use gone wrong lol. Afterall it is a circa sign, just not appropriate to this situation as it is a circa sign that specifies + or - the following. Use ~ to mean around/about. Likes its ~40mins to update now.
