No, but people see a DG requirement and think free bind. Mainly because a reward of DG experience would actually be pointless (assuming the quest takes a relatively long amount of time to complete). Also, Jmods have mentioned adding extra bind slots as quest rewards in past Q&A's. So if we don't get it with this one chances are it will be a reward from RotM.
