Fishing
Well the spots themselves are, depending on the type of fish, up to 300k xp/hr (lower at 80 fishing of course). So you can spend a third of the time fishing and the rest of the time looking for fishing spots, you'll get great xp/hr.

Turmoil drains less than piety, once you get that regular prayer potions (with wrench and aura) also restore 34 points each? With Bandos + soul wars cape (+19 prayer bonus) you need 32 doses per hour, minus the three doses you can get from an altar and minus the pots you save from having a lower drain rate with the aura. That's 6-7 pots per aura activation. 1300 ranarr would last you 200 hours of slayer, and save you some 20-30 hours during that, in which you can gather more ranarr :D. Anyway that's just me, you do it your way, seems to work so far :P.

Fishing
Barbarian fishing with urns, alching the fish, or c2 fishing. The first if you want agility/strength/magic xp, the second if you want strength/dungeoneering xp.

Fast Magic exp?
You can burst rock lobsters for summoning as well, 75-77 magic should take two or three hours and will get you a few hundred crimson charms as well. It'll cost ~500k/hr though. Note: battle robes will make that cheaper but they also take time to recharge, about 90 minutes of FOG depending on how good you are. You can also superheat gold for smithing xp (would have been excellent if you didn't already have the smithing level). This is 125k xp/hr or so and costs about as much as bursting, but you get smithing xp of course. You can also use curse spells to train, combined with alching battlestaves and other no-loss items, for about 150k total magic xp/hr at a very low cost.

Box Staking
Staking is, just like war, a less-than-zero profit game. Pking almost always is except that you get bone drops. You expend time and resources to create nothing, unlike you would in bosshunting or farming or such. Even merchanting creates something (a fluid market, which means it's easier to buy and sell). Of course if you're staking anyone who is only slightly less than maxed, you have a higher than 50% chance to win if you are maxed. This means your expected profit is highest if you stake your entire bank.

Erm, Falador shield 4. Portable altar and +7 prayer bonus. Now to get that stupid 85 fishing requirement -.-. Naturally comp cape would be great also, and a pernix top for hexers. I can also see dragon defender + barrows gloves + primal baxe but I think they are pretty small compared to the additional prayer from Falador 4.

I'm wondering - with the 300k maple logs you have (~80k for 99 firemaking and ~100k for 99 fletching) you do maples only for nests to train farming and make brews? Since you could perhaps start using prayer on task more if you got sufficient ranarr each harvest, depending on how much snape grass you can gather. Edit: nevermind, you seem to have enough brews/nests for 5k brews total. What do you do maples for?

Which potion should I be making?
I think levels don't drain during random events - prayer doesn't, juju potions do however (and I think antifire etc.?). But yes randoms would be most inconvenient.

Saving Charms For a Higher Level?
You're in luck, I looked up summoning prices two days ago :P. The lot should cost you at most 50m gp I think, around 40m would be my guess. This has gp/xp rates, they do not take into account the price items sell at but the main xp pouches, blue and crimson, seem to float at 6 gp/xp, cheaper for iron titans (use your blues right at 89 to get to iron titans faster).

Which potion should I be making?
I mean boosting with mature greenman's ales to 84 and 85, then stews to 88+ as needed. Your stats will go up or down one level every minute until they are at your base level. This means that when you drink a potion, you'll have the highest possible boost for 1-60 seconds depending on where in this one-minute cycle you drink the potion. If you note when a stat goes down and drink the potion right after, you can be sure you have ~55 seconds to use your boosted level in (Enhanced Excalibur is nice to do this with because it boosts defence for free). When you log out or into the lobby, the cycle is reset. So if you do whatever you have to do within one minute from logging in then log to the lobby, you will keep your boost forever. Provided you get each herblore level in one go, you will only need 2 mature ales and about 5 lucky stews on the way to 92 herblore.

"conserve to cash w/out having a really slow exp rate" I'll just assume you want efficient advice :P. You can make brews, boosting at 82 to make special recovers, at 83 to make superantifire and at 83/84 to make extreme attack.

Fishing Method, Monster Weaknesses?
Fishing-wise, you can either do cavefish or rocktail (best enjoyed at 86 though, makes you eat a lot less pies). Be sure to use urns either way. You can get up to 40k xp/hr, probably a little less since you're 85 fishing. If the vine whip will have the same stats as the rapier but have +94 slash and only slash attacks (and degrades as rapier does), it'd be worth using particularly on wyverns, and perhaps Graardor or Supreme or so. The only monsters with clear weaknesses are the higher dragons and waterfiends. Since dungeoneering people seem to be more conscious of monster weaknesses, but honestly most slayer monsters can be demolished by anything. For BA, your priority is speed > max hit > accuracy. You should start your early waves with dds specs (spec recover if possible to make 5 specs) then any fast melee weapon or darts/knives. For later waves, claws > dds but otherwise the same.

You don't have to go through the forest. If you have done the correct quests you can enter through the gate north of the coordinates you posted. The are marked on the world map as Arandar refers to the pass into the forest Isafdar, this map should help you along. Your clue is in the top-left corner.

Even if whip was more accurate than rapier on stab, what's stopping you from using rapier on slash?

Overloads and slayer question
If you're getting 99 herblore by overloads & not bossing, then use ovl on every task. That simple :). It's not worth it if you value the overloads, but if you make them as fast xp @ 30 gp/xp, they are free anyway, so who cares?

Trying to get 99 Magic, currently 95.
You get a full special bar every 2 minutes - a wolpertinger scroll uses 1/3rd of a special bar. You can use 90 scrolls per minute.

Mage Slayer
You can use a wolpertinger to boost to 97 magic, it's a cheap stackable extreme magic potion. For mage slaying you do need an arcane stream necklace. A rapier maxes at around 680-690 in Kuradal's, fire surge around 550 (with sol) and it's one tick slower as well (rapier has 25% more attacks). If you have no arcane stream, fire surge will max only about 490. Fire surge @ 275 damage = 90+55 xp, 600 gp per cast or something (with sol), 4 gp/xp. Going to be a little higher due to accuracy, but it's 6.5 gp/xp even at 0% accuracy. You do lose time compared to melee of course, and get less loot per hour.

Nomad ...
Get 67 summoning for a war tortoise and use full Armadyl with a fury, ranger's boots, barrows gloves, rune crossbow, spectral/unholy book, alerter and ruby bolts. Load up the tortoise with brews and a kyatt pouch in the last space. Have your helmet charged with as many scrolls as possible as well. Have 1 super and 1 regular restore for every 7 brews and bgs to spec with. That means you have 5 super restore, 5 regular restore and 35 brews. Drink a dose of brew at the bank, then restore and drink super attack, super strength and range potion. Bank those 5 potions and withdraw the five brews you need. Run into the room, drop one potion, equip bgs and start the conversation, have the special activated. After the conversation use your special, equip crossbow and shield, pick up the one potion while attacking. Nomad will first drop his mines, keep attacking. Then he will fire his 750 attack, avoid that by standing behind a pillar. When he splits up, hide behind a pillar and heal to 1 brew above max health, then wait. Do not face them, it's a waste of resources. Take more brews out of your tortoise as needed, drop vials. When he teleports you and freezes you, fire another shot or two and brew to max health or more. After that the cycle start over. When you find the kyatt pouch your inventory, dismiss your empty tortoise and summon the kyatt. Set the left-click button to special move. When the clones disappear, attack Nomad and set the kyatt to attack as well. Use scrolls as much as possible.
