Yes you can, you can't wear a rune PLATE until you've done the quest, you silly newbie. Anyhow, I did it at I believe 65 or so, this was back in RSC when Elvarg was actually a bit harder. Nowadays I see level 50's and lower finishing it, because Jagex dumbed it down, which is lame.
