Hi everyone,

 

We talked at the beginning of the year about how we wanted to make 2013 fun, memorable and special to all of you. Weve still got a lot to do, but are starting to make good progress, especially in the war on botting and gold farming. From listening to your feedback we've made changes to address an issue that many of you brought up as a point of concern: Player-Run Games of Chance.

 

Also known as flower games, hot/cold games or dicing, these games of chance had grown to become a major problem for the community and for us as the administrators of the RuneScape. In these games of chance, hosts offer other players a deal - usually by publicly spamming - and take a bet on the outcome of a randomised event.

 

Such activities create many problems: they encourage spam advertising; the trust-based trades are rife with scamming; they're disruptive to the game's economy; they create feelings of unfairness; and have links with real-world trading and gold farming.

 

From the recent forum discussion thread on this topic started by Mod Mark, it's clear that the overwhelming majority of you do not want this activity to remain in RuneScape. As such, we are making the following changes:

 

Firstly, with immediate effect, were making an addition to the rules of RuneScape:

 

You must not advertise, organise, promote or participate in player-run games of chance, where game money or items are staked on the outcome of a random activity.

 

Any account found to be involved in such games of chance will receive a strike against their account. As with other offences, this will escalate from muting to temp-banning, and then to a last-resort action of permanent ban.

 

While the hosts and advertisers of such activities are the obvious part of the problem, the players taking part are also at the root of the issue. If were to stamp out this type of disruptive behavior, everyone involved needs to be held accountable.

 

The full details of this new rule can be found in the Rules of RuneScape. As with all rules, this applies to both the main and old school services.

 

Secondly, in todays game update weve made changes to certain in-game items which are regularly used in games of chance: mithril seeds, the Easter Ring/Ring of Egg, the Seal of Approval emote and the Classic Cape emote. To prevent their use in games of chance and to reinforce fair play, we have removed all randomised outcomes and actions from these items:

 

Planted mithril seeds now always grow the same coloured flower, although picking the flower will still result in a randomly coloured flower in your inventory.

Using the Ring of Egg will now always turn your character into a blue egg.

The Seal of Approval emote now chooses the same seal every time its used.

Clicking on the Skill Cape emote button when wearing the Classic Cape will always display a rune hatchet image.

 

As with our war against botting, this is an ongoing effort and not a one-off resolution. We will continue to monitor the situation and make updates as appropriate in an effort to provide the fairest and most balanced resolution to this issue.

In Other News

 

This weeks update has also made Momentum a persistent, toggled ability, much like Incite or Single-Way Wilderness. No adrenaline is generated while it is active, and it is still cancelled by use of any other ability.

From today, Diango will be able to replace items with combat stats which have been obtained from the Squeal of Fortune. This carries of a fee of gold coins relative to the highest wield requirement for the item that you can access. Please note that following items cannot be retrieved from Diango if they have been destroyed prior to today's update: shark fists, TzHaar whip, Cupid bow, rosethorn wand, broken heart.

The bonecrusher now crushes all bones dropped by a vanquished enemy, rather than just their guaranteed drop.

All references to player-run games of chance have been removed from the Quick Chat options.

Superior player-owned ports armour can now be repaired at any stage of degradation.

A selection of minor bug fixes have been made across the game. Please see the patch notes for details.

 

 

Graphical:

 

 

The Heart of Spring and Heart of Autumn cosmetic override animations now play correctly in the Customisation Interface.

A rogue magic tree near the Lumbridge windmill has been uprooted.

The Explosive Woodcutting cosmetic override animation now plays correctly when cutting bloodwood trees and the jungle trees leading into the Kharazi jungle.

The Blast Mining cosmetic override animation has been tweaked when mining a Shooting Star and rubium.

 

 

 

Quests, Challenges & Achievements:

 

 

The combat information for The Branches of Darkmeyer quest has been corrected.

Progress can now continue in the Swept Away quest after eating a humble pie.

 

 

 

Combat:

 

 

The critical chance stat is now listed correctly for off-hand magic weapons on the Equipment Stats interface.

The Impact ability tooltip has been amended to remove reference to a 3 second stun, as the length can be variable.

An issue with the Vampirism aura healing the wrong person in PvP has been fixed.

Grotworms, moss giants, banshees and jungle spiders now cause more damage.

The Saradomin sword now displays the correct attack style in the Equipment Stats interface.

An issue when trying to unlock the Divine Storm spell at the Mage Training Arena has been fixed.

Players can once again attack from a distance whilst holding a god book.

 

 

 

 

Other:

 

 

The Vyrelord/Vyrelady title will now be removed when removing the related outfit in a free world.

Players on free worlds can now change their slayer tasks properly if they were previously a member.

Xuan no longer automatically gives players back the Festive Aura if they have destroyed it.

 

 

 

TzHaar Quests:

 

 

You can now use the Superheat Item spell on an obsidian shard stack to smelt an obsidian bar without the need of a furnace.

TokTz-Ket-Dill have been changed to be weak to crushing weapons, since their shell must be broken with a pickaxe.

The TokTz-Ket-Dill in the Elder Kiln quest's pre-cracked form now has lower lifepoints, to match its cracked form.

Charges for all obsidian armour pieces have been increased to 4,000.

The TokKul-Zo's charge has been increased from 3,000 to 4,000. It still costs 50k TokKul for a full recharge.

TokHaar-Hok can now only be prevented from healing through use of abilities - ice spells, for example, will not prevent him from healing.

TokHaar-Hok now hits through Prayer and drains prayer points each time he hits.

The order of TokHaar summons in the Brink of Extinction boss fight has been adjusted to incorporate more range and magic into the early stages of the fight.

It is now possible to use an obsidian shard stack on a piece of armour in inventory repair it (100 charges per shard). If the armour is even partially damaged, a shard will be consumed. A Repair op has been added to the obsidian shard stack, for convenient repair of worn armour during combat. The item with the least charges will be repaired first, then the next most degraded item until either all worn pieces are fully charged or the player runs out of shards.

 

 

 

Fight Cauldron:

 

 

All other TokHaar now award x2 XP when killed.

There is no longer a chance of two TokHaar-Yt'MejKot or two TokHaar-Ket-Zek spawning.

The TokHaar-Tok-Xil, TokHaar-Yt-MejKot and TokHaar-Ket-Zek now award x3 XP when killed.

There is now a chance that TokHaar-Hok will spawn and challenge the player to a one-on-one rematch. The player can choose to decline the duel, or defeat TokHaar-Hok for a 20k lamp in a choice of combat skill, including Summoning, Herblore, Slayer and Prayer.

Players no longer need to collect dropped obsidian shards during the fight. A number of obsidian shards are now awarded upon leaving the Fight Cauldron. This quantity is halved if the player dies in the Fight Cauldron.

The number of obsidian shards awarded by the TokHaar-Yt'MejKot and TokHaar-Ket-Zek has been increased, to better suit their difficulty.

NPCs killed in now have a chance to drop a variety of items, including onyx bolt tips, TzHaar weapons, gems up to dragonstone and ore up to runite, and an extremely rare chance of dropping an uncut onyx.

Drops will not despawn until the player leaves the instance, giving plenty of opportunity to collect them.

A TzHaar-Ket banker has been added just outside the barrier into the Fight Cauldron arena, for convenient banking. He will also provide any obsidian shards the player has earned if there wasn't room to receive them.

The set of mobs the player was fighting will now be remembered if the player leaves the arena before defeating the wave, to discourage re-entering or dying to make a certain configuration spawn.

 

 

 

Obsidian Armour

 

 

The armour stats for obsidian armour has been increased from level 60 to level 80.

The requirement to smith the full obsidian armour set has been reduced from 90 Smithing to 85 Smithing. Assisting is permitted.

Hits from TzHaar City NPCs now have a 1 in 2 chance of degrading the armour, so on average durability has increased 50%.

Obsidian helms now feature the benefit of slayer helms that increases effectiveness against the slayer target. This bonus only applies when the slayer target is a TzHaar City NPC.

The three obsidian helms now bestow class-specific combat triangle defences, like void helmets do.

Other than that, nothing unexpected in the update, but I do hope they fixed Sky high jump home port

I was quite surprised by the absolutely enormous amount of Cauldron buffs.

They really intend it to be used for training with this, and I can see it working too.

Pretty nice list of fixes concerning TzHaar and TokHaar, and yay less gambling :).

 

@Unkown Warrior: Agreed, it's a good thing too, less boring than just camping, and it trains all combat stats.

But unless they changed it so that shield is no longer required for the effect, i can only see it used as defensive armor, which nex armor doesn't do any worse than obby armor

Is 'war against gamling' only one new rule? No real ingame content like casion, card games, no moneysink?

Couldn't they add 'gamble option" where 2 players have 40% chance to win other player money and there is 20% for destroying money?

inb4 jagex adding new rule banable unarmed duel aren fights .

In before [bleep]storm. Overall, i find this anti-gambling move positive, but seeing how popular gambling is... It's not going to end, they're just going to find a new way in some god-knows gray zone of the rulebook.

No more spamming in GE, wonderful!

 

Lots of good fixes this week:

 

- No more automatically getting Festive Aura back, that was very annoying. Frees up a bank space.

 

-Superior PoP armours can now be repaired at any stage.

 

-BoE armour back to 80 stats as it should be.

 

-Fight Cauldron, plenty of nifty fixes.

 

-Diango can finally hold Valentine's SOF stuff, which was just sitting in my bank for no reason at all.

I'm saddened by the ruining of the Easter Ring, but it is for the greater good. You'd think this one wouldn't be an issue since any accounts continually abusing the discontinued item would be eventually banned anyway. Oh well.

I'm glad they've finally banned gambling. I do wish that they made it possible to choose the flower color, easter egg color, etc. so that it would still be impossible to gamble, but you could still have the different colors.

TokHaar-Xil's are wrecking my shit.

Cauldron is more annoying than I remember, you really get your ass beat with the damaging floors and half the [bleep]ing abilities locking you in place.

Which is why I am much more inclined to use non-combo thresholds in moving fights.

 

I have found double clicking works getting out of combos, but eventually it gets annoying

Gambling may still exist, but they stomped out the vocale issue and any minor obscure work arounds are totally stamp-able now thanks to the amended rules.

So win-win in my book.

 

Of course they can never entirely eradicate something, but this is certainly going to derail it into a dark and dingy corner of people who knowingly break rules - especially since they specified the rule allows action against both hosts and players of any such game.

I was referring to Staking, which they can eradicate anytime they wish.
