It worked when I got my ranged cape about a month and a half ago, and I've not heard anything about it being fixed since then. 99 HP, Attack, Strength, Defence, Summoning, Ranged, Herblore, Prayer, Agility, Magic, Slayer, Fletching, Fishing, Woodcutting, Mining, and Thieving.
