It should. It worked when I got my ranged cape about a month and a half ago, and I've not heard anything about it being fixed since then. 99 HP, Attack, Strength, Defence, Summoning, Ranged, Herblore, Prayer, Agility, Magic, Slayer, Fletching, Fishing, Woodcutting, Mining, and Thieving. Jagex'd out of my untrimmed hp cape on 6/14/2011.

Can you even withdraw it? In real life MMO you don't get 99 smithing by making endless bronze daggers.
March 15, 201115 yr 4 hour trip and this is the result: [spoiler=Bandos] Forgot to had 7 snapdragon seeds to loot. :/ Also 273m bank, getting slowly closer to ely. Very slowly. Edit: Also at 306 ffa graardor kills since the 6th, not too bad. And wicked I only get 24 kills or so in 2 overloads with a steel titan. I must be doing something wrong...
