And yes i am aware of the player count but ps3 has been 9v9 for cod4 so how is that a watererd down game? If anything COD4 was "watererd down" for ps3/360 users. For MW, you could have mods, generally low pings, big games, and manually join servers. In MW2 you have none of that. People spend £1,000s on amazing computers so they can play top-level games, as much as I hate to say it as a 360 user, PC is where all the top-level competetive gaming happens, it's what makes that "console" special. Pretend they're two 100% different games, the xbox/pc version. Xbox users would be pretty pissed off if the max game size suddenly changed to 2v3, or 28% of what it formerly could be, that's what an decrease of 64-> 18 compares to. I can see it turning into a cluster[bleep], since kills by certain perks count towards kill streaks.
