It works as a normal "Staff". The other staves tell in their examine what they serve as. Penguin- water, Bat- air, Dragon- Fire, and Wolf- earth. 99 HP, Attack, Strength, Defence, Summoning, Ranged, Herblore, Prayer, Agility, Magic, Slayer, Fletching, Fishing, Woodcutting, Mining, and Thieving. The Multiple skill halls are for slayer heads, one of the formal gardens will be a mangerie, I don't plan on training prayer anytime soon, thus the distance of my altar from the portal.
