Finished my tetsu helm to complete the set. Now I'm just 8 chi from finishing sea singer now. 6 of it is on its way and hopefully passes. You will need all 25 avaliable spaces to make the most of your voyages, having 20 crews for 20 crew spaces is exactly what Engineering teaches you not to do (lack of flexibility). With only 20 spaces, you will be at the mercy of RNG giving you voyages that you have no crew left for. Having 25 active and useful crews drastically reduces the chance of it happening. You only really want telescopes, jade statues, or parrots. And once you hit the endgame, you don't want telescopes.
